			<content:encoded><![CDATA[<p>This week’s figures show the human impact of the global recession and the redundancies made at the beginning of the year.</p>
<p>Behind the statistics is really bad news for individuals and their families and that is exactly why as unemployment rises the government is increasing the help it gives people losing their jobs.</p>
<p>The government is not able to stop people from losing their jobs in a downturn but unlike the Tories, Labour does not believe that unemployment is ever “a price worth paying.”</p>
<p><strong>Labour has invested £2bn already to make sure people get the help they need and to recruit 6,000 more staff in Jobcentre Plus.</strong></p>
<p>The government can either invest millions in people&#8217;s future now or pay billions in a future where people are stuck on benefits. The Tories oppose giving people this extra help and would cut back on the support available to people during the downturn.</p>
<p>Most people who lose their jobs still find work quickly, but the government’s message is the longer you are out of work the more help you will get.</p>
<p>Labour is investing nearly £2bn more to give more help at every stage of unemployment:</p>
<p>Before redundancies happen:<br />
• The government wil give help to people at risk of redundancy to find a new job, even before they become unemployed through the Rapid Response Service.<br />
• We have doubled the funding for RRS, and will double it again.</p>
<p>From Day One of Unemployment:<br />
• The government announced in the Pre Budget Report that it would invest more to guarantee that everyone looking for work will, from day one:<br />
• Help and advice on finding a new job;<br />
• Help to write a new CV and fill in job applications;<br />
• Help on retraining and skills advice;<br />
• Help with their rent and with their mortgage from 13 weeks;<br />
• Help to access to the new vacancies recorded by Jobcentre Plus every working day.</p>
<p>The Tories oppose this help because they oppose spending any more money to help people through the downturn. Real help costs real money.</p>
<p>From 3 Months Unemployed:<br />
• People will get extra help with mortgage payments (SMI) to help them keep their homes when they lose their job. We are giving twice as much help, paid earlier.<br />
• In addition, the government has stepped up the help it gives with wider job search and more intensive support from advisers.</p>
<p>New guarantee of support from 6 months unemployed:<br />
• The majority of people move off Jobseekers Allowance within 6 months, but Labour is guaranteeing more help for those that don’t.<br />
• The government is promising every jobseeker more support if they have not managed to find a new job within six months. As well as extra funds for Jobcentre Plus to allow them to provide more intensive and personalised support, the two year package will include access to:</p>
<p>• “Employers’ Golden Hellos”: incentives of up to £2500 (£1000 in Scotland and Wales) paid to employers to recruit and train unemployed people<br />
• New training places: extra funding for training places to help unemployed people get new skills to maximise their chances of getting jobs from the 500,000 vacancies in the economy.<br />
• Work-focused volunteering options: opportunities to volunteer to help people back into work habits<br />
• Help to set up a business – advice on creating a business plan, plus funding for the first months of trading.</p>

We shouldn’t repeat the mistakes of the past when people were left to cope on their own. So I welcome the launch of a new guide to finding help with homes, jobs and finances when you need it. The guide outlines the real help available now that the Labour Government has put in place to support people and businesses through the downturn, and how you can access it.</p>

<p>At a time when 15,570 pensioners in Hull West &amp; Hessle will benefit from an increase in the Winter Fuel Payment and 20,730 will be receiving an extra £60 in their pocket, David Cameron is wrong to oppose Labour’s real help.</p>
<p>The Tory leader would do nothing to help local older people and his announcement that the Conservative Party would make cuts to the Government budgets that are giving help to pensioners through the cold winter months will be chilling for everybody who benefits from these payments.</p>
<p>It is critical that we do not cut help for pensioners with their heating and insulation in these difficult economic times.</p>

			<content:encoded><![CDATA[<p>The caravan industry is as important to Yorkshire &amp; the Humber as the car industry is to the West Midlands and we need to protect it from the impact of the global economic situation.</p>
<p>Atlas Holiday Homes in Wiltshire Road were forced into administration last month as a result of the bank’s risk-adverse attitude towards lending. I am in contact with the administrators and am hopeful of Atlas emerging as a going concern as a result of their viability and the fact they have a full order book.</p>
<p>I am seeking a meeting the Business Secretary, Lord Mandelson, in order to make clear how important the industry is to the region and to set out what support it needs from government in order to get through this difficult time. A principle problem appears to be credit insurance. I also met with UCATT and we agreed to seek the establishment of a strategic forum for the industry in Hull and East Yorkshire to plan ahead.</p>
<p>We need to strengthen the industry in order for it to be ready for when the demand comes back for holiday homes and caravans.</p>
<p>In the short-term we need to be looking at what we can do for the 15,000 people who have lost their jobs in this sector. We need to make sure that there is access to benefits, access to new jobs and help with job applications and re-training so people can find work quickly.</p>
<p><strong>Cattles Invoice Finance</strong></p>
<p>I know that it isn’t just the caravan industry that is struggling in the current economic circumstances. Cattles is a financial services company that was established in Hull 82 years ago and employs many of my constituents. It is a successful and growing business that is experiencing credit problems.</p>
<p>Around 1,000 redundancies are being considered and I am working with the Treasury and the Financial Services Authority to try and prevent these job losses within the 90 day deadline.</p>

			<content:encoded><![CDATA[<p>Fair trade helps support 7 million people in the developing world.  Our shopping habits can make a real difference to the world’s poorest people.  By buying food and presents from developing countries we will help grow their economies and reduce poverty.</p>
<p>So I’m calling on people in Hull West and Hessle to buy fair trade products during this Fairtrade Fortnight (25th Feb to 9th March).</p>
<p>I welcome the Government’s announcement of further support to the Fair Trade movement and I would urge you to match this commitment and buy more Fair Trade products.</p>
<p>Already the UK’s demand for African fruit and vegetables benefits a million farmers and their families.</p>
<p>By consumers and retailers acting together to promote and buy goods from developing countries we can make a real difference to the lives of some of the world’s poorest people.</p>
<p><strong><em>Key facts on fair trade:</em></strong></p>
<ul>
<li>Fair trade sales in the UK have been doubling every 2 years for the last eight years</li>
<li>The total value of fair trade labelled products sold in the UK in 2006 was £284 million, up from £196 million in 2005, a growth of over 1,000 per cent since 1998</li>
<li>This growth is not restricted to the UK: the market for fair trade labelled products has been growing worldwide at 30-40% a year.</li>

<p>OPEN FOR BUSINESS Alan Johnson takes an in-depth look at the regeneration revolution that is putting Hull back on the map. Hull is at a hugely exciting point in its history with over £1bn of investment transforming the city. Successful icon developments, such as the Deep and the Kingston Communications Stadium, are indicators of the vibrancy Hull is now experiencing and business confidence has never been higher.</p>
<p>A recent Westminster Parliamentary Reception was hosted by the 3 Hull MP’s – myself, John Prescott and Kevin McNamara, to showcase the city and the East Riding to senior figures from the South-East including developers, venture capitalists, financiers and investors. It was a successful event and many of those who came expressed their surprise at what the city/region had to offer.</p>
<p>A significant stage in the strategy is imminent as Hull City Council, the East Riding of Yorkshire Council and Cityimage (Hull’s marketing Partnerships) have announced their intention to create a DMO (Destination Management Organisation) to highlight the investment, visitor, student and relocation opportunities of the area.</p>
<p>This is a landmark development of a city-region pushing aside political boundaries in a common aim to promote synergy, harness resources and create a clear, distinctive message for potential customers. The offering of this the city-region, a unique area of vibrant city, stunning coastline and beautiful countryside expresses an appealing yet largely undiscovered competitive advantage.</p>
<p>Hull is striving to be a top 10 city in everything it does and regeneration and renaissance have been palpable over the last two years. Since 2002, Hull has had its own Urban Regeneration Company (URC), Hull Citybuild Ltd. The company is working with its partners; Hull City Council, Yorkshire Forward and English Partnerships driving forward the City Centre Masterplan, an investment framework that is delivering a massive physical face-lift. If the city succeeds in these aspirations it will see £1.4 billion of private sector investment, £240 million of residential investment, 3,000 new homes, 5,200 new office, retail and leisure jobs and 4,500 additional people living in the city centre over the next 10 years.</p>
<p>The masterplan covers 5 areas of Hull’s city centre: Humber Quays, a spectacular waterfront location giving Hull an eye-catching modern development. The mixed-use development including residential, public realm and office developments will create a vibrant community. This area includes Island Wharf , the first Citybuild project; a prime office site with waterfront views is due for completion later this year. The Fruit Market , a place of character with a mix of Old Town Charm and contemporary studio spaces, restaurants, leisure and arts.</p>
<p>Also includes the restoration of the dry dock. East Bank providing a large residential community overlooking the award winning Museums Quarter, maximising River Hull waterfront opportunities, with a location close to The Deep. Albion Square, offering a lively quarter set around a new public square, spanning office, leisure, cultural and civic use. Quay West , offering an extension of Prince&#8217;s Quay, a strong retail circuit with complementary office, residential and leisure uses.</p>
<p>Already new buildings are taking shape and changing the skyline of Hull, creating jobs and stimulating the city centre economy, and this growth will continue as Citybuild rolls-out its 15-year long-term strategy for the city. The city centre is buzzing, as more and more people choose to set up home in the heart of Hull. City living has gone from virtually nil 2 years ago to over 1,000 new units to date - some are refurbishments of elegant old waterside wharfs, others are completely new developments.</p>
<p>This has led to a number of new bars, restaurants and shops, including Hull’s first Michelin starred restaurant – Venn. The further renaissance of the city is sure to spur a further growth in such developments and create a vibrant, 24-hour society. Recent successes in Hull’s dazzling renaissance include: -</p>
<p>• £45.5 m The Deep Millennium project, welcomes as many visitors as London Zoo and is the second most successful Millennium project. It has placed Hull, well and truly on the tourist map. Designed by Sir Terry Farrell, this iconic Submarium, tells the story of the world’s oceans, and has already begun a second phase of expansion of £6.5 m extension, to cope with burgeoning visitor demand and take it to its next exciting stage.</p>
<p>• £43.5 m Kingston Communications Stadium is home for two of the city’s professional teams, the recently promoted Hull City AFC and Super League Hull RLFC. The 25,000-seater stadium has already welcomed Sir Elton John, Bryan Adams, Blue and two international Under 21’s football matches through its gates. Funded entirely by Hull City Council, this much loved Stadium began its illustrious career completely debt free and plays an integral role in the fabric of the local community and is playing a vital role in the physical and social regeneration of the West Hull area.</p>
<p>• £30 m of PFI investment went towards creating a state of the art Acute Maternity and Gynaecology centre for the Hull and East Yorkshire Hospitals NHS Trust. The Maternity Hospital provides a full range of maternity services, 85 beds, 16 delivery suites, 38 neo natal special care baby unit cots and five theatres. It is one of the most advanced specialist NHS units in the country, offering comprehensive care facilities for mothers and babies across the region.</p>
<p>• £25 m BBC Regional Centre opened during 2004 and is the first new regional centre for many years. It will increase and improve the innovative broadcasting initiatives in Hull with a new broadcasting and digital training centre, using Kingston Communications unique interactive broadband technology. As well as offering Headstart, an education initiative to support learning in the classroom, the new centre includes cyber café and training facilities for the general public. The new state of the art centre has both Television and Radio broadcasting from its new Hull base, right in the heart of the city.</p>
<p>• £175 m St Stephen’s development comprises a brand new state of the art transport interchange system designed by Wilkinson Eyre. St Stephens’ is the second largest mixed use city centre regeneration project within the UK, led by ING Real Estate; this huge project will feature retail, leisure and housing and provide a new home for the world renowned Hull Truck Theatre. The development also includes an innovative, integrated transport interchange that will provide new state of the art facilities for travelers in and around the Hull area.</p>
<p>• £50 m LIFT (Local Improvement Finance Trust). Two Primary Care Trusts in Hull have won £30m of LIFT funding to redevelop the city’s primary care health premises. Working in partnership with the private sector through the Sewell Group, the capital programme will deliver state of the art facilities across the city over the next 25 years.</p>
<p>• £165m Humber Quays is a prime office-led waterfront development, taking full advantage of the stunning waterside views. The scheme includes a major new public plaza and promenades will encourage visitors and residents to enjoy the continuous riverside walkway and buildings and create a new location for cultural facilities in the city.</p>
<p>• £22 m Hull York Medical School. A joint venture created between Hull and York universities that will provide a total of 650 medical places, with the first students commencing their studies in 2003.</p>
<p>This is a time of great change in Hull – we want the business community to know that one of England’s best kept secrets is well and truly open for business and heading towards its goal of being a top 10 UK city.</p>
